Alan L. Joscelyn (Helena) Mr. Joscelyn, a partner with the firm, assists property owners, natural resource users and developers to respond to the legal issues and conflicts that arise from state and federal environmental regulation of natural resource development. His practice emphasizes property rights, takings, water quality regulation, and mine permitting and closure.

After receiving his law degree, Alan served as counsel for the Montana Department of State Lands (now Department of Natural Resources and Conservation) from 1975-1977, assisting with trust lands administration, including oil and gas leasing, and mine reclamation. In 1977, he hung out his shingle opening a solo law practice emphasizing general law. Over the next four years, Alan enjoyed an education in how to deliver useful legal advice efficiently, and built the solo practice into a successful group practice.

In 1981, he accepted an offer to join Gough, Shanahan, to pursue the opportunity to emphasize his natural resources and environmental law practice. Alan’s practice includes work with individual property owners and companies with natural resource and real property interests. This practice has allowed him to develop significant administrative law, litigation and public policy experience.

Alan is a Montana native with a family history in the State dating back to territorial days. He served as Chair of the Montana Board of Personnel Appeals (public sector labor relations board) from 1982 to 1988, and as alternate Chair from 1988 to 2004. He also served as a member of the Montana Board of Labor Appeals (unemployment compensation matters) from 1988 to 1990. Alan is an active member of the Rocky Mountain Mineral Law Foundation and the American Bar Association Section of Natural Resources, Energy and Environmental Law, where he has served as Chair and Vice Chair of the Mining Committee. Alan has been selected by peer nomination, to An International Who’s Who of Mining Lawyers since 1999. He is a former Trustee and Secretary of the Northwest Mining Association, and is a member of the Board of Litigation of the Mountain States Legal Foundation.
